Park Square multi-story parking garage is located near the town center of Newport, South Wales, UK. The parking garage is located within a mixed-usage development comprising residential properties and businesses, with community facilities such as chapels and meeting rooms nearby. The parking garage is owned and operated by the local authority. 

The parking garage was built into the side of a hill rising steeply from east to west over the footprint of the parking garage and opened on December 20, 1973. The main columns and beams are all in-place reinforced concrete. 

As with many structures of this generation and type, the building’s age was beginning to show. Deicing salts had penetrated the concrete. Corrosion of the reinforcement had inevitably followed. Some areas had also carbonated. 

The original design for the structure was such that any concrete removal had to be minimized and accompanied by propping to support the structure while the repairs cured. In addition, masonry panels that formed some of the outer skin of the parking garage were showing signs of distress. 

For every problem, there is a solution—some structures need more than one. In this case, the parking garage was refurbished using almost every available repair technique for the corrosion of steel in concrete. 

By using a combination of repair options, the cost was minimized, the life extension of the structure was optimized, and the client ended up with an asset rather than a liability. This was all completed while the parking garage remained open to the public.
