Two guest buildings at the Marriott Frenchman’s Reef and Morningstar Beach Resort hotel complex on St. Thomas in the Virgin Islands had balconies which had deteriorated to the point where they were unsafe. The continuing demands of operating the property had discouraged ownership from performing needed repairs in previous years, but by 2004 the poor original workmanship and lack of quality control, exacerbated by harsh tropical climate of sun, salt and frequent rain, had taken a toll which could not be ignored. The ownership reacted by engaging the evaluation and design services of a nationally-recognized restoration structural engineering firm to prepare a comprehensive balcony repair project. 

The owner imposed condensed schedules for each of the two projects which required mobilization of substantial workforces, and close planning for efficient execution of all needed work to complete the projects within prescribed timeframes. 

The projects were complicated by the logistics of getting both manpower and equipment to the very remote location, of housing the field force through the duration of the job, of keeping the workforce rested enough to continue to maintain progress on the job. Field conditions which imposed further complications were building interior conditions also significantly deteriorated and so requiring repair while on site, and weather/geographic impact events such as hurricanes and earthquakes.

The engineer’s clear direction and the contractor’s superior planning and execution of the work resulted in effective high-rise balcony repairs using different access methods and somewhat varied scopes, which dramatically improve the safety, condition, and longevity of the two buildings, and which allow continued revenue stream for the owners.
