Technical
Activities Committee

ICRI Technical Committees are authorized by the Technical Activities Committee (TAC) in accordance with policies established by the ICRI Board of Directors. They are assigned specific missions related to improving the quality of concrete repair, restoration, and protection. Actions of all technical committees are subject to the review and approval of TAC.

Chaired by the TAC Chairman, the Coordinating Committee is made up of the TAC Secretary, all ICRI Administrative Committee Chairs, all ICRI Technical Committee chairs, and members of the Technical Activities Committee. This committee is designed to facilitate harmonization of document development and committee operation process between ICRI committees. This committee also provides a central repository for documents and tools that can be used by all committees.

COMMITTEE 110 - GUIDE
SPECIFICATIONS

Guide specifications drafted to date include:
• Surface Partial-Depth and Full-Depth Repair
• Balcony Repair
• Top Beam, Column and Wall Repair
• Soffit Repair
• Overlays
• Full-Depth Wall-To-Wall Repair
The committee balloted the first specification and commentary during the summer 2010. One negative vote and a number of review comments were received. Resolution of these issues resulted in a number of changes to the document. These were discussed in detail at the Fall 2011 convention. The revised specification and commentary will be posted for reballot in late 2011. This section will then be used as a model format for the remaining sections.

COMMITTEE 120 - ENVIRONMENTAL HEALTH AND SAFETY

Scott Greenhaus, Structural Preservation Systems, Inc.
The committee continues to explore potential methods for improved marketing of Technical Guideline No. 120.1-2009, “Guidelines and Recommendations for Safety in the Concrete Repair Industry.” The guideline was summarized in a technical session at the Spring 2010 convention. The committee is developing a list of 50 o 60 contractors and the Chair will provide copies of the Guide independent of ICRI. A committee white paper, “Can you hear me now? How to preserve hearing in the concrete and masonry repair environment,” was approved pending compliance with TAC comments in Feb 2011. The revised document was checked for compliance with review comments and approved for publication in August 2011. This document is the second in a series of informational white papers that the committee is developing.
The initial white paper, “Silica In the Repair Environment: What you need to Know about the Issues and Solutions,” was published in the Sep/Oct 2009 CRB. The committee continues to draft content for “Safety Solutions,” a new column that was introduced in the Mar/Apr 2010 CRB.

COMMITTEE 130 - PROCUREMENT
METHODS AND RELATIONSHIP ARRANGEMENTS

The committee is continuing development of a draft procurement document. The objective is to provide guidance to Owners, Designers and Contractors on ways to formalize agreements among themselves to design and/or perform restoration projects. The guideline will discuss responsibilities and liabilities of each member of the restoration team, give examples of different contracting methods, and establish an ICRI-recommended process to serve as the industry standard. The committee is attempting to expand its membership to aid in achieving their goal to ballot a draft of the guideline by the Fall 2012 convention with submission for TAC review by Spring 2013.

COMMITTEE 140 - Life Cycle Performance & Cost

Chair:
Paul G. Tourney, Tourney Consulting Group, LLC
TAC approved development of “Guideline for Service Life Management of Concrete and Masonry Structures,” in Oct 2009. The committee is continuing to develop technical guidance on managing the serviceability of concrete structures. This management will encompass the structure’s entire life cycle and building sustainability will be optimized through a “cradle to grave” approach using preventative maintenance systems and quality concrete repairs. The committee goal is to have working draft of the document by the Fall 2012 convention. The committee is also drafting an article for CRB that details committee activities and summarizes progress to date.

COMMITTEE 150 - ICRI Notes on ACI 562 Code Requirements

Chair: Rick Edelson, Tadjer-Cohen-Edelson Associates, Inc.
This committee was formed by TAC at the Spring 2009 convention. The committee will develop ICRI Notes on how to implement requirements of ACI 562 Code Requirements for Evaluation, Repair, and Rehabilitation of Existing Concrete Buildings. The first official committee meeting was held at the Spring 2010 convention with 32 attendees plus another 17 that participated via a Webinar. The committee was organized with 8 subcommittees, each corresponding with a chapter in ACI 562. The Chair has evaluated membership requests and assigned members to one or more of the following subcommittees. Committee activities are expected to intensify once the Code Requirements are approved by ACI.
150-A Chapter 1; General Requirements

This subcommittee was formed after the Spring 2010 meeting to develop notes on Chapter 1 of ACI 562. This subcommittee will also develop notes on Chapter 3 of that code.

COMMITTEE 160 - Sustainability

Chair: Stephan Trepanier, Halsall Associates, LTD
This committee was formed by TAC at the Fall 2009 convention. The committee mission is to develop and report information on sustainable concrete and masonry repair and maintenance practices. In early 2010, a 160 Task Group drafted a chapter, “Sustainable Concrete Repairs” which was included in the US Green Concrete Council’s book, “The Sustainable Concrete Guide – Applications.” The initial committee meeting was held at the Spring 2010 convention where goals were established including development of a white paper, “Sustainability for Repairing and Maintaining Concrete and Masonry Buildings.” Plans are to ballot this document before the Spring 2012 convention.

Committee 210 - Evaluation

Chair: Tanya Wattenburg Komas, Ph.D., CSU Chico
A brief summary of Technical Guideline No. 210.4-2009, “Nondestructive Evaluation (NDE) Methods For Condition Assessment, Repair, And Performance Monitoring Of Concrete Structures,” was published in the Mar/Apr 2010 CRB. The guideline was also introduced in a technical session at the Fall 2010 convention.
A committee request to develop a new guideline, “Owner’s Guide to Inspection and Maintenance for Concrete and Masonry Buildings,” was approved by TAC in Apr 2010. The outline for the guide was reviewed at the Fall 2011 meeting and risk management and financial benefits were moved to the top because they are top priorities for owners.
210-A Verification of Epoxy Injection of Concrete Cracks

Chair: Matt Sherman, Simpson Gumpertz & Heger, Inc.
This subcommittee was formed at the Spring 2009 meeting to revise Guideline No. 210.1-1998 (formerly 03734), “Guide for Verifying Field Performance of Epoxy Injection of Concrete Cracks.” Plans are to have a subcommittee ballot on the revised document by Spring 2012.
210-B Evaluation of Unbonded Post-Tensioned Structures

Chair: Rick Edelson, Tadjer-Cohen-Edelson Associates, Inc.
This subcommittee was formed at the Spring 2009 meeting to revise Guideline No. 210.2-2002 (formerly 03736), “Evaluation of Unbonded Post-Tensioned Structures.” Document revision is currently on hold pending development of joint ICRI/PTI document on evaluation and repair of PT structures.
210-C Tensile Pull-Off Testing

Chair: Ken Lozen, NTH Consultants
Guideline No. 210.3-2004 (formerly 03739), “Guide to Using In-Situ Tensile Pull-Off Tests to Evaluate Bond of Concrete Surface Materials,” is being revised to include new references and guidance on specifying the test. Plans are to have a main committee ballot by the Spring 2012 convention.

Committee - 310 Surface Preparation

Guideline 310.1R-2008, “Guide for Surface Preparation for the Repair of Deteriorated Concrete Resulting from Reinforcing Steel Corrosion,” was published in Mar 2009. The committee is also responsible for maintenance of Guideline No. 310.3-2004 (formerly 03737), “Preparation of Concrete Surfaces for Repair Using Hydrodemolition Methods.”
310-A Sealers, Coatings and Polymer Overlays

Chair:
Pat Winkler, Rampart Hydro Services, LP
Guideline No. 310.2-1997 (formerly 03732), “Selecting and Specifying Concrete Surface Preparation for Sealers, Coatings, and Polymer Overlays,” was reapproved in Nov 2008. Assignments for revision of this document were made at the Fall 2009 committee meeting and revised at the Spring 2010 meeting. Web ballots on 15 sections of the revised Guideline were initiated in Feb 2011. All ballots were reportedly successful with three sections receiving a single negative vote. Negative votes and other review comments have been resolved and additional sections were ready for ballot after the Fall 2011 meeting. Also, the committee is developing an additional concrete surface profile (CSP) chip with 1/4 in. amplitude. Committee proposes to add “and Concrete Repair” to the title to be more inclusive of deeper removals.

Committee 320 - Concrete Repair
Materials and Methods

Chair:
Fred Goodwin, BASF Building Systems
A Committee 320 request to develop a new document, “Selection Guide for Grouts,” was approved by TAC (Fall 2010) pending a change in the title to “Selection Guide for Structural Grouts,” and responses to questions related to marketing of the document. Plans are to complete this document by January 2013.
A committee request to develop a new document, “Drill Mixing Paddle Types for Repair Materials,” was approved by TAC in Oct 2009. A draft of the document was successfully balloted in Oct 2010. The document (Guideline 320.5) was approved by TAC (Feb 2011) pending satisfactory compliance with review comments. Committee 320 successfully balloted the response to TAC review comments in June 2011. TAC determined that the committee was incompliance with review comments and approved the document for publication September 2011. The committee is also collecting information on other equipment such as drills, mortar mixers, shotcrete nozzles, shotcrete pre-dampeners, and pumps for mortar and concrete for similar publications.
Committee requests to develop standardized data sheet protocols for testing and reporting of data for “Elastomeric Wall Coatings,” and “Penetrating Sealers,” were approved by TAC in April 2009. A revised draft of the “Data Sheet Protocol for Vertical Elastomeric Coatings” was uploaded to the committee website for review and comment in Sep 2010. A committee request to transfer responsibility for development this document to Committee 710 was approved by TAC at the Fall 2011 meeting. An outline of the “Data Sheet Protocol for Penetrating Sealers” has been prepared and plans are to complete the document by September 2013.
A committee request to develop a new guideline “Repair of Construction Defects” was approved by TAC in Apr 2008. This effort was revived at the Spring 2010 meeting with new task group members. At the Fall 2010 meeting, the task group proposed to revise the title to “Repairing New Concrete Construction Defects.” The committee expects that this document will be completed by December 2013.
320-A Application Methods for Concrete Surface Repair

The subcommittee has made significant progress in revising Guideline No. 320.1R-1996 (formerly 03731), “Selecting Application Methods for the Repair of Concrete Surfaces.” A committee web ballot that closed May 2010 was successful pending resolution of four negative votes. Resolution of these negative comments continues with plans to complete the revision by June 2012.
320-B Materials for Concrete Surface Repair

Guideline No. 320.2R-2009 (formerly 03733), “Selecting and Specifying Materials for the Repair of Concrete Surfaces,” was revised to include discussions of ASTM tests for direct tensile strength and restrained shrinkage. The revised document was published May 2009. The subcommittee is currently proceeding with a more comprehensive revision of this document.
320-C Repair Material Data Sheet Protocol

Chair:

An article describing the Data Sheet Protocol appeared in the Jul/Aug 2010 CRB the current document is available as a free download from the ICRI Bookstore. The revised Guideline No. 320.3, “Guide for Inorganic Repair Material Data Sheet Protocol.” was successfully balloted in June 2011. The document was reviewed and approved by TAC (October 2011) pending compliance with review comments.
320-D Repair of Unbonded Post-Tensioned Structures

Chair: Dick Bonin, Western Group
Guideline No. 320.4-2006 (formerly 03743), “Repair of Unbonded Post-Tensioned Structures,” reviews the typical unbonded post-tensioning systems, design considerations and specifications, contracting methods, repair procedures and techniques, safety issues, durability, and maintenance considerations of post-tensioned repair projects. This group is currently working on a joint ICRI/PTI document on evaluation and repair of PT structures.

Committee 330 - Strengthening and Stabilization

Chair:

Guideline No. 330.1-2006 (formerly 03742), “Selection of Strengthening Systems for Concrete Structures,” was previously developed by the Committee. The committee request to develop a guide specification for installation of FRP sheets was approved by TAC in Apr 2009. In addition, TAC encouraged the committee to include FRP strips and other shapes in the proposed spec or draft additional specifications for such FRP shapes. The initial committee ballot of the specification (Spring 2010) was unsuccessful with a number of negative votes. The draft was revised and submitted for TAC review in Aug 2010. The specification was returned to Committee 330 for revision, reballoting, and resubmission for TAC review.
The existing guide specification was revised, a commentary drafted, and both were balloted prior to the Fall 2011 convention. Both items failed to meet the 1/2 voting rule. Results were discussed at the Fall 2011 meeting and plans for revision were formulated. Plans to ballot revisions prior to the Spring 2012 meeting.

Committee 410 - MASONRY

Michael Tabassi, Tadjer-Cohen-Edelson Associates, Inc.
Guideline No. 410.1-2008, “Guide for the Evaluation of Masonry Facade Structures,” was released in March 2009. This guideline describes the tools, techniques, and processes that are used in the evaluation of masonry facade structures.
The Committee is currently developing a guideline for repair and strengthening of masonry facade structures. The document should be ready for TAC review by January 2012.

COMMITTEE 510 - Corrosion

Chair: Graeme
Jones, C-Probe
A committee request to develop an overall “Corrosion and Protection Guideline” was approved by TAC in Apr 2010. A draft outline for the guideline has been developed by the main committee. Initially, the guideline will be a compilation of stand-alone documents with a long-term goal of an integrated document that will provide a single source of information on corrosion. There is some concern whether the committee currently has enough members to tackle a document of such scope at the present (Fall 2011).
510-A Electrochemical Techniques for Corrosion Mitigation in Concrete Structures

Chair:
David Whitmore, Vector Corrosion Technologies
A draft guideline to provide information on electrochemical techniques to mitigate the corrosion of steel in atmospherically exposed reinforced concrete structures was prepared by the subcommittee; however, the main committee ballot was unsuccessful. The revised draft was reballoted with a May 2010. This ballot was unsuccessful because of the large number of committee members that failed to vote. A third ballot (Oct 2010 closing date) was successful pending resolution of 4 negative votes. A TAC review group has completed review of the document and is currently drafting a recommendation for TAC approval contingent upon satisfactory response to review comments.
510-B Corrosion Inhibitors

Chair:

The subcommittee is drafting a guideline to provide information on penetrating surface treatments for corrosion mitigation of reinforced concrete structures. This information is intended to provide guidance and supplement sound judgment by engineers, consultants or others specializing in the restoration of reinforced concrete structures suffering from corrosion induced damage. A ballot in Apr 2009 was unsuccessful; therefore, the draft was revised. Web meetings were conducted in an attempt to expedite completion of the draft. A Fall 2011 committee ballot was not successful because of the limited response by committee members. Plans are to reballot in early-2012.
510-C Reinforcing Steel Coatings

The “Guideline for Use of Reinforcing Steel Coatings in Repair of Reinforced Concrete Structures,” was reviewed by TAC in 2006 and the document was returned to the subcommittee for revision, reballot, and resubmission. Committee 510 approved a motion at the Spring 2011 meeting to disband this subcommittee and transfer the subject of reinforcing steel coatings in repair to the overall Corrosion and Protection Guideline. This request was approved by TAC (Fall 2011).
510-D Corrosion Management of Masonry Clad Buildings

This subcommittee was formed in Nov 2007 to develop guidance for design, procurement, implementation, and management of transitional steel frames and associated metalwork for masonry clad buildings. Plans are to complete an advanced draft document by Fall 2012 convention.

COMMITTE 710 - COATINGS AND WATERPROOFING

Chair:
Mark Nelson, Nelson Testing Laboratories
Guideline No. 710.1-2004 (formerly 03741), “Design, Installation, and Maintenance of Protective Flooring Systems,” was published as a joint document with NACE and SSPC. The Guideline contains detailed information on the aspects of flooring technology, performance properties, surface preparation requirements, installation procedures, and testing to help the user attain long-term service from a variety of polymer flooring systems in a wide range of applications. A ballot to reapprove the existing document (Oct 2010) was unsuccessful because a number of committee members failed to vote. Jeff Smith agreed (Fall 2011) to head a group to review and revise the document by Spring 2012.
710-A Horizontal Waterproofing of Traffic Surfaces

The subcommittee is developing a guideline for the selection and application of fluid-applied waterproof coatings for horizontal traffic surfaces. The document was submitted for ballot by the main committee in Mar 2010. This ballot was unsuccessful because of the large number of committee members that failed to vote. A second ballot was successful and the document was submitted for TAC review in Feb 2011. After a comprehensive review, TAC voted to return the document to the committee for revision, reballot and resubmittal. Committee goal is have a revised document by Spring 2012.
710-B Moisture-Related Issues with Concrete Floor Finishes

Chair:
Lee Eliseian, Independent Floor Testing and Inspection
A request to develop a new document, "Guide for Moisture and pH Testing, Collecting Data, Interpreting Concrete Evaluation Results and Mitigation Options," was approved by TAC (Spring 2010). An article summarizing subcommittee plans for the guideline and soliciting participation from additional members was published in the Jan/Feb 2011 CRB. The subcommittee reported (Spring 2011) that the outline for the Guideline was complete with 10 sections. Also reported was that an individual (or group) has been assigned responsibility for drafting each section and that about 50% of the drafts are complete The goal is to have drafts of all sections completed by the Spring 2012 meeting.
