PARKING GARAGE REPAIRS FOR THE PARKING AUTHORITY OF RIVER CITY

In late 2005, the City of Louisville’s Division of Parking, Parking Authority of River City (PARC), began a comprehensive evaluation of four downtown parking structures. Varying degrees of deterioration from chloride corrosion were responsible. An engineering firm was engaged to conduct a comprehensive survey and implement design repair documents.

The four parking structures involved the following garages:
• Galleria Garage: 721 spaces—9 levels
• 6th and Market Street Garage: 560 spaces—6 levels
• Louisville Gardens Garage: 512 spaces—9 levels
• 8th and Main Street Garage: 506 spaces—5 levels

Each garage was in a separate state of deterioration. All four garages were constructed with post-tension design. The Market Street Garage had two previous restoration repairs completed, although corrosion deterioration has continued to develop to a severe state. Cathodic protection was considered by the design team, as well as corrosion inhibitors, as the ultimate repair method after performing concrete repairs, post-tension repairs, and other general maintenance requirements.

After extensive testing and design, an impressed current cathodic protection system with monitoring capabilities was specified. For garage areas where the chlorides were not yet at levels of the Market Street Garage, a surface applied corrosion inhibitor with embedded anodes for monitoring corrosion activity was designed.

The project was started in 2006 with a restoration schedule projected at 12 months.
